Qualifications & Experience

 

Mr Malcolm John MARSH is a Member of the Institute of Traffic Accident Investigators, and an Associate Member of the Institute of Road Safety Engineers.

He has attended and completed both the Standard and Advanced Courses in Accident Investigation and
Reconstruction, with The West Midlands Constabulary, and holds the City and Guilds of London Institute Certificates in Road Accident Investigation and Reconstruction. Mr Marsh also holds the City and Guilds Certificates in Vehicle Technology and Vehicle Examination Techniques (Standard and Advanced levels), the Fitting and Calibration of Tachograph Instruments, and the
Analysis of Tachograph Chart recordings, and is also qualified to act as a Transport Manager for National Road Haulage Operations.

During the majority of his Police Service, Mr Marsh served with the Traffic Department, and in 1985
became an authorised vehicle examiner and major accident investigator for the Hampshire Constabulary. In 1992, Mr Marsh became a full time member of the then newly formed Hampshire Police Accident Investigation Unit, and remained in that position until his retirement. He also lectured at the Hampshire Police Training School on a variety of subjects which included the law relating to large goods and passenger vehicles, drivers hours and tachograph rules, and tachograph chart analysis.

Following retirement from the Hampshire Constabulary in April 1996, after the completion of 30 years
service, Mr Marsh has acted as an independent Transport Consultant for both the Legal Profession and the Transport Industry.

In the specialist fields of Road Accident Investigation/Reconstruction, Mr Marsh provides Expert Reports and gives Expert Witness testimony at both Criminal and Civil Court proceedings.

Services to the Transport Industry include the provision of legal advice, guidance, and training, to both
drivers and vehicle operators, assistance with Operators Licensing applications/variations, Operators Licence Compliance Auditing, and the providing of representation for Operators at Traffic Commissioner’s Public Inquiries and Appeals.
